Bexar County Appraisal Review Board

Bexar County taxpayers that appealed their property taxes had a 99.05% chance of winning informally in 2024. Many chose to move on to the formal phase with the appraisal review board (ARB), where 92% of all appeals resulted in a reduction in taxes. The ARB has had a total of 50 members for over a decade. While the number of new and returning members can fluctuate, the ARB always stays at 50. In 2024, 29 new members joined, which was the highest number yet seen for new blood. Formal hearings are becoming more important as San Antonio taxpayers use their right to protest taxes, and the board may soon find itself understaffed for the task to come. Each board is made up of three members, meaning there were 16 boards total, with some alternates available.

How Many Days did Bexar County Hold Hearings?

The 50 members of the ARB are expected to work until every single formal appeal is dealt with. Since the board has not grown in a decade, it must instead work more days to pick up the slack as protests grow. The board met for a record 112 days in 2023, the current peak of a rising trend. There was a sharp fall in 2024, with only 61 days seeing a hearing. The average is 25 days across Texas, with major counties such as Harris taking 139 days.

The whole ARB was paid $885,300 in total for their service, ranking fourth in Texas for compensation. Harris, Dallas, and Travis Counties were all ahead when it came to wages. The highest pay for a member was $235 per day, the median was $180, and the low was $160.
